Proxy Purchasing

Proxy purchasing occurs when a person over age 18 buys an age restricted product on behalf of someone underage. Young people may ask adults, including friends, neighbours or, in some cases, even strangers to buy tobacco  or nicotine products for them.

To prevent proxy purchasing, we require authorised JUUL retailers place a limit on purchases by individual consumers of two JUUL2 devices and 32 JUULpods in a single transaction.

 In addition, your store assistants should be on the lookout for proxy purchasing red flags, such as:

• Is the adult asking a minor what kind of vaping product (flavour, device, etc.) they would like?
• Is a minor acting generally as if the vaping product is for them?
• Are minors hanging around outside a store asking adults to purchase products on their behalf?
• Is it a period (e.g. school holidays) where there may be more young people attempting to buy vaping products?

Retail outlets are only expected to act when it is obvious that a proxy sale is taking place, but it is important that outlets always stay vigilant to proxy sales.
